When is a block heater needed? I live in New England and I don't expect to use the tractor in frigid weather (less than 20 degrees F). So, as long as I stay above 20 deg F, would I need a block heater?

I was poking around in the www.cadplans.com website and they have plans for building a tractor, called the CADTrac, that looks like a mini-articulated loader. The drive is all hydraulic and the kit (without the engine) is about 6,000. Has anyone investigated building this little beast? -David
