Will this tractor pull a 2 bottom plow? Does it have the power?

Hey all, I'm Fil. Recently bought a 1939 Ford 9N. My first tractor. wanted one I could work on, but it is old enough that I don't know how to deal with hydraulic issues. Runs good,though and these are affordable for most folks.

I started up my tractor, engaged the pto to run the mower, and began driving. Suddenly the mower lifted into the air. I stopped the tractor. re-engaged drive shaft on mower. Mower is now sitting on its wheels and the hydraulics do not appear to function. No hoses or valves on this one. Any help...
