My 1976 Ford 2600 diesel is leaking hydraulic fluid out of the steering shaft just below the steering wheel. Does anyone know what the fix is and how involved is it?

I am having to replace the right front wheel bearing. I cannot get the dust cover off. My local Ford dealer tells me that it is a screw on dust cap. Is this correct? Also, is there anything else I need to know before I proceed?
