Can an individual retime a diesel injection pump or will I have to send it off. This is on a case DX33 ???

Need help with my tractor had been sitting for years and I have cleaned tank and lines and new filter . I can get it to start but then it revs way high and won't slow down throttle moves but not responding to it have to shut off fuel to stop it. Any ideas are welcome.

I have a case IH DX33 diesel that had been sitting for years. I cleaned fuel tank and replaced filter inline and cleaned all lines to pump. I am getting fuel to pump and out of it. My problem is now that I can get it to start it revs to high and will not slow down and the throttle does nothing...
