I just got a Zetor 6245 with FEL. When I push the lever to engage PTO it spins but I can grab it with my hand and stop it. Are there other levers to engage pto? Does anyone know whats wrong? Please Help !

I just got a used Zetor 6245 the Pto engages but I can stop it with my hand. Anyone know what might be wrong? It has a FEL that won't run unless the pto is engaged.When I push down the lever the fel works and pto spins but has no torque. Could the FEL be taking to much fluid? Is there another...
