A dealer just told me that the Bush Hog M546 FEL looses pressure and drops the bucket and arms because that is the OSHA requirement. Is that BS?

This drops real slow with a light backblade on it. Is there a way to adjust it so the arms drop faster? I do not see anything in the manual.
