Oil was coming out the top of the steering column. I am attempting to replace the seal at the bottom of the steering column. I have everything loose I think but the outer tube will not come up off of the steering shaft. help?

My ford 1700 started leaking Hydraulic oil from the top of the steering column. I took off the steering wheel disconnected the dash wiring and removed the 3 bolts holding the column down. The column wont come up out of the the steering "box". It is only up about an inch and won't come any...
