    I have that diagram. The ring clips are in place, but they aren't on the cable ends, they are on the bracket holding the cables in place. See edited picture. The hand throttle cable seems to be too tight internally to easily slide. Maybe it's kinked or something. Thanks.

    Thanks for the replies. I have a theory as to why the forks get misaligned on the hub. It looks like too much end-to-end movement of the 3/4 inch rod that goes through the case that the hub goes through.
