Finally found the problem. Tractor was starving for fuel and wouldn’t prime even after changing the filter & filter head and blowing out the fuel line to the tank. It was a clog inside the banjo bolt. Hope this helps someone else.

Long story short, I’ve been having some fuel problems with this tractor. I replaced the entire fuel filter assembly, including the head as it would not prime at all. Problem is, someone else took it apart and I am not sure where the crush washers go on the banjo bolts...between the bolt head and...
