Yeah, something weird like that appears to be happening. I plan to bypass the filter (with external filter) in a few days to test if the filter housing is causing issues.

Yes....the tank has a very basic fuel cap (ie not restrictive). Besides, the tank has a vent hose also.

And I realized my original post is wrong: the bar that snapped is the one I welded last year. The other side just fell off due to no pin. We found the right part at the New Holland dealer and it wasn't too unreasonable ($55). I'd just reweld the broken one again, but half of it is lost...
