I have checked all the wiring, and can't find anywhere where the wiring is compromised. Since the fuel gauge is working I'm assuming the instrument cluster is grounded and getting power. Is that a wrong assumption?

I have a fuse tester and checked all of them. They are all reading good. I've checked relays and those are good too.
