    Yes it is a plastic plug with rubber side. It must have shrunk over the years, so someone covered it in silicone. What is the best way to handle this? Is it a safety release? Should I put a new one in and hope I don't lose all my fluid again?

    One is with the silicone, second I took off the silicone. It looks like a plastic treaded plug. That one is where the fluid came out. I didn't mess with the larger one yet. Should there be bolts with O rings there? The pictures are of the same thing, the phone was turned.
