gravely model l

I have a gravely model L that will only move if the pto is engaged. I checked the levers and adjusted them and now i dont know what else to check, ive read where it could be a clutch.

I have a model L that runs great...but I usually move swift-a-matic lever into neural to make it easier to move around the barn etc. I need help in figuring out why it won't re-engage? I was hoping to start plowing for the garden this week...Any help or direction is very appreciated! Thanks...
