john deere 1640

Hello! Anyone know what the circled items in the pictures are for on a 1981 John Deere 1640?

The jack raises but I have to move the steering wheel or the tipping lever. The power steering works very well. Has anyone had such a problem? John Deere 1640 2040 2140

Recently bought myself a JD 1640 with leaking up the steering column, i have removed the steeringwheel and large nut and when i put the steering wheel on again and try to turn it CCW it wont come out so i can replace those 6 seals in the column, tips as to what i might be doing wrong?
