john deere 5403

I bought a new 20A fuse and switched out each one in the panel, but no help. Anyone know what might be the problem? Thanks

The PTO on my 5403 tractor appears to be slipping when fully engaged. If I hold the lever midway down it functions properly but when fully engaged it slows down considerable. Hoping someone could give me some guideance.
