mahindra c35

Just hooked up mower deck and was cutting pasture when idle jumped from 1000 to 1500 rpm. tottle cables look loose, and throttle arm sets off mechanical stop. Suspect thottle jammed?

I found a Mahindra C35 used for $8750. Is this a good price? This is the 1st tractor I have ever bought and I don't really know what a used one is worth. It is a 2004 with 79 hrs on it. Thanks for the help.
