1046 engine problem

I've got a new 1046 with only 23 hours on it.
Yesterday when I started it up, it starting this sort of "rolling" effect with the engine rpms. Even at full throttle. Sounds like I'm revving and dropping the rpms. If I pull the choke and then release it, it'll smooth out, temporarily, then it starts again.
Any suggestions? I can't believe I've got a clogged fuel filter already, I'm buying premium gas for it.
I'll be checking the filter today, but just wondered if anyone else had run into that.

Do the RPM's roller-coaster while under load as well? See if you've got bubbles/air in the fuel filter when this is happening. Might help pin-point a fuel pump problem. Why bother running high octane gasoline? It's your $, but hi octane will not help you in any way for this application.

It sounds like governor problems to me. Is there a stick or something stuck in the governor linkage. Is the linkage free?

First I would check the air filter precleaner and the filter. Then check to make sure you are getting fuel from the fuel pump. You can check this by disconnecting the rubber hose that goes to the carburator. Catch the fuel as you crank the engine. If that appears to be ok, I would finally check the governor area for something obvious. It sure sounds as if the engine is not getting enough fuel if applying the choke temporarily makes the rpm's smooth out. Sounds like a sticky float valve to me. If it has a needle with a rubber tip chances are that's the culprit. Don't bother trying to clean it, just get a new one.
