Oil & Fuel 1428v Hydro take 'LOTS' more oil than manual says

went to do my first drain on the hydro fluid and certianly did NOT get enough oil, the manual calls for 14qts ( Just under 4 gallons ). What I ended up using was closer to 7 1/2 gallons. About 1/2 a gallon went to flushing out the loader lines, other than that, it all went in the same hole. I am wondering if the manual does NOT include the little outdrives (outboard plantaries) or the mid mount pto oil. All three are spelled out in the manual, but thats a big difference in amount of oil.
