Any suggestions on how to get the fuel shut-off lever, (at the filter,) to turn? If I put any more pressure on it I'm sure I'll either break it or strip something.

Mine is the same way. I just use vise grips and squeeze the line shut before the filter assembly. Be careful, if the line is old and brittle, you may damage it and end up with a good spill plus the need to replace the line from the tank to the filter. If you have to do that, you can put a workable shutoff valve in the new line.

I just sent the link to Hoye, but there are lots of dealers here that probably could get that assembly for about the same price. Let's see Washington State, EFC is out there, but an item like that could easily be mailed, there also LMTC in Ohio, and others inbetween--sorry if I have not mentioned your name and you deserve mentioning. :D

Mine was the same way also. I finally tried turning it in the opposite direction, it moved just a fraction and found that it wasn't fully open. It then easily turned in the shut off position.

Give it a try if you haven't already.

I've got just a hair of play in it but simply refuses to go any further. Suppose I could simple force it and if it strips or breaks I can order a new one. No worse off then the way it is.

Have you tried a lube on it, like WD 40 ? I had to lube mine last year

I've been dripping Rust Reaper in there, (which will usually loosen anything up,) all Winter long.
