175 clutch problem

I have a 1968 175 with a Perkins. The clutch will not disengage completely. I tried adjusting the pedal all the way with no free play and it still doesn't disengage completely. I can stop it, but when I let off the brake it still wants to move and it is very hard to get in gear. Any suggestions what to look for?

Could be the clutch is just worn down far enough that the lenkige won't reach, check to see if that is it.
