farmall super a
Ok let me start by saying a month ago the thing ran like a champ ,now it cant get out of its own way heres the symptoms
1 the throttle controls no longer control the throttle
2 the carb is wide open and it still barely moves under its own power
3 when u move the throttle lever it moves on governor but it does nothing the the rod that goes to the carb but i can manually move the rod at the carb so the carbs not jammed the butterfly moves freely

things i have done to try to remedy
1 have removed the governor and visually inspected it all parts seem to be fine rods not frozen thrush bearings good spring seems fine the weights are intacked and seem to be functioning and it was all well lubed

2 removed the carb cleaned everything again no obvious issues
3 i checked the timing at number 1 tdc and at the distributor rotor and it seems to be right (side note i cant find the timing mark on the main pully does anyone where this might be located that would be helpful on my other tractor its where the radiator hose is on this one)

4 i dont have a battery on that one i hand crank it and it fires right up so i dont think its to serious but im stumped im not new to farmall ownership usually figure out whats wrong pretty fast pretty simple machines thats kinda why i love them but this ones got me scratchin my head so if anyones got any suggestions im listening and thanks in advance

First off, sounds like you have a magneto, if there is no battery. If it starts that good, doubt you need to check the timing. But, in case you ever need to... The timing mark is on the flywheel. You need to remove the oval shaped hand hole, in the bottom of the clutch housing. It may take a decent bright light to shine up towards the flywheel to see it. It is a slight groove about 1/16" wide, if that, and is on the outside face of the flywheel. The indicator arrow, is on the inside of the front clutch housing cover (half moon shaped cast piece at the lowest portion of the clutch housing).

What you are describing does normally sound like a governor problem, but it everything is in good shape, and seems to be working properly, then it's either fuel, or air.

Two easy things to check, especially if it sets outside, or open building. First I'd check the level in the oil bath breather. If it's over full from water, it's literally starving for air, especially if it seems like it running rich, showing some black smoke from the exhaust.

If you're good to go there, check the elbow going into the carb.,where the fuel line attaches. There is a screen on the inside of the carb. attached to the elbow. Make sure there is no fuel restriction from the tank to there first, then check the elbow.

But if it starts right up, I'm really thinking it may be the air flow, or lack thereof. I'm not sure how it would happen if the hose connecting the air breather to the carb., and the screen in the top cover are intact, but sounds like a mouse may have built a nest in there too. It is that time of year..!!

bottom line. hand throttle movemnt should make the governor react.

if the rod to the carb is not stuck.. and hand throttle control to the gov can move full range and the gov does not tug on the butterfly rod.. you have a gov issue. might be springs etc.. but a gov issue.

assuming you are really moving throttle in correct range.. etc..

After re-reading line "3" above, the lightbulb came on. If the rod on the carb. side is not moving when the throttle is moved, either the little woodruff key (#15) is sheared on the throttle side, or the little cross pin (#21) is sheard that holds the rockshaft lever (#20) to the rockshaft (#16).

If you remove the governor, and can move one bellcarank, and the other does not move, (You need to hold one, and try and turn the other) it's either the pin, or key sheared.

Here is an exploded view of your governor @ Case/IH partsbook online. Showing the parts I described. Have you checked the sediment bowl? There should be a screen in the bowl too but sometimes it sticks to the top when you take the bowl off?
