1910 Rocker Arm Shims

Does anyone know how to setup the rocker arms on a 1910? They have 3 individual rocker arms, and not the one shaft for all 3 like most other engines. I have the IT manual, and it mentions that they have 3, but says nothing about how to set up the shims. I suspect, that the rocker arm should be 90deg to the valve. I didn't take it apart, so I do not know how it was originally. There is an odd number of shims that does not divide be 3, so either they lost some, or one cylinder was different.
