sounds like the orings on the lift cylinder is gone you must remove the lift top to fix

You have to take the seat off, and then remove the cover that the seat was bolted to. This is the rear axle top cover and it has the 3PH rockers arms coming out of it. The cylinder that needs fixed is on the underside of that top cover.

Nothing really, but it wont get any better. If it hasnt ever been rebuilt, it probabally has the metal rings. The new style uses a different piston and an o-ring. Costs under $100 IIRC, and is pretty easy to do. All ya gotta do is pull that top cover off and the cylinder is right there. If you are mechanically inclined at all, once the top-cover is off, it is pretty self-explainatory.

There are several reasons why you might want to "consider" fixing it. None of them are mecanically related, rather convience. Here are some examples:

If you have a mower or cutter, and are transporting it, or crossing a ditch, or driving over something you dont want mowed, with a new pistion and seal, you can raise it and turn the PTO off and it will REMAIN raised without the blades spinning.

Or if you have a post hole digger and are digging some holes out in the field, you dont have to leave the auger spinning while it is raised and tangling up grass as you go to the next hole.

You get the idea. None of these may apply to you. But it sure would be nice if it were working properly.

The lift cylinder is leaking or the stand pipe to the top of the cover is. Pull the right side cover and try to lift something with it look up at the lift cylinder using a flashlight to illuminate.(DO NOT UNDER ANY CIRCUMSTANCES STICK YOUR HANDS INTO THE HYDRAULIC COMPARTMENT WITH THE ENGINE RUNNING!) If you see fluid running from the lift cylinder. You've found your problem.

Get a FO-4 manual and it will tell you how to fix it. You need to remove the external feedback linkage from the top link connection before you try to remove the lift cover.
