We have fuel all the way up to the injector pump. When cranking it the bleeder valve on the bottom of the pump sparays out. But when cracking the injectors individually we are not getting any diesel to what we believe is the #1 injector . What's the proper procedure to bleed the system?

Proper or not, once I have fuel to the injection pump I crack the line fittings at the pump to ensure output. If you wish just do them one at a time from one end of the pump to the other. To me the order is less important than ensuring output. Having done that and tightening the fittings, move to the injectors and crack the fitting at one injector and crank until you have clear fuel flow. Do the same for each injector and you should be good to go.
