1974 JD 830 brake problems

Hello, I'm new to this question and answer forum, so I hope all goes well.My brother has a 1974 JD 830 3 cylinder diesel tractor. Bought new and loves it.Had many repairs over the years, but has no intentions of parting ways. He has incountered a problem with, I believe, the right side brake pedal.When pressed, the pedal does not move. Struck, frozen, solid or any other decription, it just wont move. He has checked master cylinder and that does not appear to be the problem. So, my question is, has anyone had this problem, and what might be a cure? Any help will be appreciated. P.S.- I believe he said these were wet brakes, so I hope that helps.

There is a brake valve overhaul kit, # AR54929, indicating this may be where the problem is at. The brake pedals connect to this valve... and just may be a place to start.
Not certain this is what you are calling the master cylinder, but likely so.

I would disconnect the line to the right brake at the axle housing and see if the brake pedal moves. That should tell if the problem is the brake valve or internal in the axle housing. Piston in the axle housing might be seized.

My 1st guess is brake pedal bushing is binding on pin(parts key 9). I suggest applying ones favorite penetrating oil. My next guess would be brake piston stuck in brake valve housing
