1983 Allis Chalmers 5050 lift arms won't lift

I have an allis chalmers 5050. The remote works fine. New filter, plenty of fluid. With lots of rpm the lift arms will stay up if you raise them by hand. Any suggestions?

Lift arms will stay up if you raise them by hand --- Then what? Will they continue to stay up if you shut the engine off? Do they lower at a rate consistent with the lever position? Have you tried different positions with the draft control? Is the wedge block behind the draft control spring in or out? Do you now or have you recently had signs of water in the hydraulic oil?

It appears to have had water in the fluid before it was changed. Found a stuck valve, seems to have been the problem. Thanks
