1992 2355 john deere electrical problems

my 1992 john deere 2355 tractor will not turn over, new batteries turn key on all lights work buy no power could this be safety switches if so how do I check them

Neutral start switch is under sheet metal cover that gearshifts protrude through on an open station tractor. It might help to relocate battery ground cable connection from battery box to starter mounting bolt or engine block.
