2005 Kubota 1.8 litre

I have a 2005 L39 Kubota with a 1.8 liter. It will not go over 1300rpm. There's no air in the system and it has a new air filter and new fuel filter. It idles fine and runs fine. Any ideas?

Maybe check your throttle cable.
