I was just adjusting the clutch free travel to 3/4" - 1 3/16", which it was within this range. But for some reason, the tractor starts to move before the PTO is fully spinning. I tried less free travel so that the clutch pedal is almost fully released before the tractor moves and the PTO is still not fully spinning and the tractor is moving. Is there another adjustment that I can make so the PTO starts spinning earlier as I release the clutch pedal?
Also, besides the threaded rod linkage that I adjusted, what is the other cable that is connected to the clutch pedal? I tried adjusting this cable both ways with no different results.

By your description, you have a 2120 with HSS. The cable attached to the clutch linkage controls a lube oil cutoff valve spool within the HSS clutch circuit. This valve shuts off lube oil to the clutch packs when the pedal is depressed, preventing clutch run-on due to lube oil flooding the clutch pack. Additionally, your tractor has a single disc dry clutch ahead of the HSS forward and reverse clutch packs. Hence, the PTO and ground travel will start and stop simultaneously when you use the clutch pedal. To stop and start ground travel while maintaining PTO function, use the F/N/R shuttle lever and leave the main clutch engaged. Your tractor is operating normally. All this is covered in the operator's manual.

Thanks for the insight. Yes, it is the HSS. When I was reading the operators manual on it I must have been looking at the 12x4 transmission. That seems like it could be a pain using some agricultural implements. I know this is more of a landscaping tractor, but do the slightly larger agricultural tractors, say like the TN60-80's with shuttle operate the same way?

No, they do not.
