2166 won't start w/new battery

We have a 2002 2166 that was running fine when we parked it for the winter.
It would not turn over so I replaced with new battery and still can not get it to turn over. Any suggestions on where to start next ? The nearest service shop is over and hour away for me. Thanks for any suggestions.

Plug the spark plugs and try to turn engine over. Does Starter "try" to turn engine or is it dead? Make sure battery ground is good at frame connection.
Check voltage at starter and also voltage drop at starter when trying to crank it.
