Backhoe 2310TLB w/2375 backhoe - boom swing hydraulic cylinder control valve normally open?

Are the extend and contract valves normally open? I have all the hoses removed from the control valve. When I start the tractor fluid flows out of both the extend and contract sides of the valve for the boom swing cylinder - spool is centered. Is this normal?

No fluid flows out of any other valve port unless I lift or press the spool.

I thought maybe the boom swing is normally open both sides to lock it into position?
