2320 3pt lowers slow

Having an issue that the 3pt lowers slowly. Rate valve is all the way open. Took a quick look in the service manual, and it said valve is possible pluged.

Anyone see this?

so does mine, if you stand on it or put some weight on it it should lower faster.

Yeah, even with weight on mine its still slow. Didn't do this before.
