My dads tractor is not working. Any thoughts on why the 3pt hitch will not raise?

Check the simplest reason first. Is there anything obstructing the lever from moving fully? I had this problem with my first 3pt tractor, and it turned out that the dash panel brackets were bent and the panel prevented the lever from moving fully. As soon as I gave it enough clearance, all worked well.
This is, of course, assuming you've checked that there's hydraulic fluid and everything.

make sure when you move the lever it actually turns the shaft into the 3pl control housing. you may be just moving the lever and it isnt turning the shaft because the roll pin or what ever secures it is broke or loose. (cant remember for certain what the set up is on the 245)
