"freewheeling" is as you discribe, just a relief of bypass valves so fliud that is pumped by the moving of the tractor has some place to go. If the valves don't full seat when you release the lever, they should as soon as you start up the engine and normal pump action begins when you actuate the GO peddle/lever. Nothing I'd be concerned about unless the valves are stuck and you can't get the tractor to GO.
