There's a dial below the seat of my 2650 that says "open close" and turns about 1/4 turn. Supposed to be for 3 pt speed but I don't see any difference either way. Manual is not very useful. What's the dial for?

Well - on my Kubota there are two knobs below the seat. One is attached to the seat and adjusts seat rebound. The other - down at floor level - adjusts the UP/DOWN speed of the 3-point lower arms.

I would guess you are talking about the knob that adjusts the lower arms. That knob should make several 360 degree turns. If it only makes a 1/4 turn - it's probably stuck. Do some snooping and see why it won't do the necessary turns.

When in the "full open" position the lower arms should drop like a rock. When in the "full closed" position the lower arms should not move either up or down.

Still only turns 1/4 turn. I can twist it harder- it's still under warranty!

OK - no need to panic. Both the knobs below my seat( seat adjustment - lower arm adjustment) turn at least 360 degrees or more.

The knob should twist relatively easily. DON'T use force and break something. Call the Kubota dealership where you purchased the tractor and get them involved.

I had a thought - I wonder if the 2650 has a third knob. A picture would sure be nice. The reason I mention this - my M6040 has several knobs down at or below seat level. Seat rebound - lower arm speed adjustment - knobs to set the limits for position control and draft control.
However - I'm still of the opinion that you are twisting the lower arm speed adjustment knob. For whatever reason it's not responding.

My L4060 3pt lowering knob only turns 1/4 turn, and requires very little movement to adjust the lowering speed. Put something on the 3 point and see if your 2650 operates the same.

Not positive but I think the 3pth has to be in the raised position for the speed knob to turn freely. At least its that way on my son's BX. On my B2650 it turns a lot more than 1/4 turn but I've never tried it with the 3pth down so I'm not sure if its the same or not.
