3 point arms only lift while in motion

I picked up this tractor several years ago from a neighbor. At the time, the rear arms would only lift while the tractor is moving. It has been basically unused for several years. At one point, perhaps a year ago I got it back up and running and the 3 point arms started to behave properly (would lift while the tractor is stationary).

I now have a need to use it, and it's back to only lifting while moving.

What would cause that?

Could it be that your pump is driven when the PTO is engaged? So if the lever is pushed down, it's only pumping when the tractor is in motion. If you pull the lever back, that would enable the PTO when you are stationary.

But in any event, the lift arms will not work if you have your clutch pedal all the way down. So if you put the tractor in neutral and take your foot off the clutch, do the lift arms work?

That does sound possible, it's a 'live' PTO. Unfortunately this one doesn't have a clutch, its the 'instant reverse' shuttle system. But I'll try what you suggest!
