3 point lift flow control adjustment stuck

I have a Jinma 254 and never used the flow control for the 3 point lift. I went to use it and found it is stuck and would like to see if anyone has had this problem and what they did to cure it. I took the knob off and tried turning with a wrench but no go. The assemble seems pretty simple to take apart but if I dont have to then that would be great as there is always the risks of damage to gaskets and seals. Item 3 in picture.

there is a set screw that prevents it from turning must loosen that first
