I've seen this problem before!!!!!!!!!!!!!!
I once borrowed my neighbors PHD and same thing "would not dig down"
BECAUSE the telescoping PTO drive shaft was bottoming out therefore the PHD would not go down period. In effect the drive shaft was too long for my tractor. My Solution - remove that darn PTO extension / Make Live PTO adapter from my tractor.

To test this theory find a drop off or a big hole you can back up to and see if the PHD will lower down all the way OR take off the auger lower it down to see how far it goes.
