3010 hand throttle

Please excuse my tractor ignorance--I have made an offer on a 2002 3010 w/ loader. It only has 96.5 hrs and a retired kubota salesman/friend says i should not let it get away--he knows owner and says it has not been hurt----the only question i have is about the hand lever throttle on right side of colume --it is extreamly hard to move-about frozen in place--owner says it was super tight when he bought it and has gotten worse--he operates throttle with foot--I want it to work like it should Tractor has been stored outside since new--any ideas on this problem--is it a cable [frozen]? or what THANKS for the help ---Im sure i'll be back with more questions about it after i get it!

I had a L2900 several years ago. Almost the same tractor. The hand throttle may be frozen at the pivot point. This should not be a reason to pass up a good deal on a tractor.
