3020 PTO keeps turning

I have a 3020 diesel and when I shut the PTO off it wants to keep turning when the engine is running at higher RPMs. Anyone know if there is an adjustment for that?

What type trans(PS or SR) does this 3020 have? If PS the pto brake has a long history of failing requiring a tractor split to correct the problem.

Does it keep running with load on it or just the shaft is turning?
