I searched the JD 3020 threads and haven't seen a similar problem. The problem started with after running for a while the engine would start gaining rpm without moving the throttle, I would get off the tractor and turn the shaft that is sticking out of the carb with pliers, that would take care of the problem for a time but it would do it again within an hour. I assume the shaft controls the butterfly, it is a Zenith carb. That was then and this is now. Now I turn the shaft back and it wont stay and the engine races like crazy. I hooked a spring to it so as to not allow it to move on its own. This allows me to use the tractor but I think it makes it so the governor can't kick in as it will bog down easily when doing heavier work. Is it in the carb, the governor, or both? Throttle linkage is fine, both hand and foot throttles work fine.
