"I have a 3038E JD and it just clicks when I turn the key, I have cleaned the terminals, used a booster to try to start, charged the battery out of the tractor, and removed and reinstalled the starter after checking it off of the tractor." Was working fine jumped off to eat lunch and now this.

Check the voltage getting to the solenoid. If below 9v may not be enough to energize the solenoid preventing power to the starter.

How old is the battery?
Your trials indicate time has come for a new battery.
If you have a voltmeter, measure the battery output. You need a minimum of 12.4 volts. 12.6 volts is full charge.
Winter is coming. Problem will only get worse during cold weather.
Personally, I buy Interstate brand batteries as replacements.

Yes.
Batteries are vehicle expendables, like gas and oil.
If your tractor will jump start from another vehicle you will know the existing battery has passed.

Do you have the negative/black lead clamped to a good conducting ground on your tractor and NOT on the battery negative terminal?
The positive/red lead from the donor battery goes to the positive/red lead on your tractor battery.

Recently replaced battery on our 5 year old 3038e. The old one was so dead a jump start would not work & hour meter was blank. Everything OK after new batt installed.
