3pt lift don't lift

I have a old MF 65 and the 3pt lift don't work.
it will work for 10 min and then lower down.
I changed the oil it was milky.
It still dose it with new oil in it.
The only way I can get to raise up is to turn off the tractor and let it sit for 5 min start it back up, and it will work for 10 min.

yep.. milky means water or air.. if wter.. then could also mena rust.. and there is always the possibility of grit nd gunk.. none of that is good for control valves.
