My 06 3520 is my first tractor so sometimes I am unsure whether things are "right". When I raise my 3 pt all the way up, with or without implement, it periodically lowers a very small amount and then goes back up. It makes a whining sound the whole time this happens. It occurs about once a minute, usually, the whole time the 3 pt is raised. Its as if it is bleeding down and then correcting. Is this a problem?

Nah, that ain't right... Sounds like the sensor that reads the position of the 3pt arms and shuts the pump off is out of adjustment. Or failing.
That could be dangerous ---
Does it continuously drop and then raise the entire time you are operating the tractor? Or just randomly occurs?
If so, when you're trying to attach or detach a piece of equipment, would you have to "guess" when it's gonna act up?
Dealer needs to check it out --- especially if it's still under warranty.

It is less than a yr old and has done this since new. It is not as bad as you are thinking. It only does it(as far as I can tell) when its raised fully. It never drops more than an inch or so, and immediately goes back up. it isnt an issue when I am using an implement. I will give the dealer a call and see what we need to do.

It is definitely not right, I know the older tractors had a mechanical adjustment for this, not sure how it's done on the new series though...but get your dealer to fix it under the warranty.
