yes, while running. not sure about the speed adjustment, i havent moved anything.

to be clear, it'll stay up near the top, evidently slowly drop, then bump up, exactly like the hiccuping described.

Well first let me say I am following the oil flow circuit that controls the rockshaft lift, drop, and hold from my manual. Obviously a different John Deere model but I am thinking they may work in a similar fashion.

So the speed adjustment knob located below the seat is linked to the spool valve that closes off the hydraulic flow after moving the arms. Its a pressure activated circuit. The simplest thing to try would be to open and close circuit by moving the the control knob and readjust the rate of drop. Possibly something is causing the spool valve to hang up and not spring to center and close off tight. Other than that there is a rockshaft oil screen that get plugged and remember that being a source of problem on some 4000 series tractors here on TBN before.
