That's a nice range. I always thought minimum specified was what was needed to operate the implement and the maximum was the most the gear box, etc was design to take. Looked at a chipper web site (Valby) that gave a power requirement rule of thumb of 7HP per 1" of round wood diameter. This rule may be different for other designs but it is a start.
