4500 won't turn over - Safety Switch??

Battery is new, was able to start tractor bypassing ignition. Replaced ignition still won't turn over. Maybe a safety switch somewhere?? Any ideas?

I think there are two switches. One on the hi/low lever and one on the PTO lever. Not sure if there is one on the shuttle.
