I am looking to purchase a G154 TX1300F but notice it had different specs on the pto compared to what I used to the 540, 1000 rpm pto. They have seem from my search have the same spline 6B spline as the 540 pto. Is there anything I need to know about the differences? Can I use 540, 1000 implements on the G154 TX1300F that has the 454, 724, 1185 6B spline that seem to match the 540 specs. I am just confused a little on all these specs and would like it if someone with more knowledge could clear this up for me or links that give me more diagrams and specs on what you can and can't use on the G154 TX1300F PTO. I did talk to the current owner and he did state he used a finishing rotory mower on the 3 point hitch without any problem? I did ask him all the specs yet as I haven't see the finishing rotory mower as of yet.

Not familiar with your Iseki model, however, I have a Mitsubishi with 3 speed pto. I believe the pto speeds are somewhat similar to the Iseki but I have ran 540 and 1000 rpm implements for years with no problem. Your rated pto speed corresponds to a specific engine RPM, this may be noted on your tachometer. If you are concerned about over/under-driving them, try to find out what engine rpm the pto speed correlates to and adjust engine rpm's accordingly.
Personally, I don't pay much attention to it. Sometimes I mow, till, etc. at 1500 engine rpm and sometimes 2700 rpm's (or anywhere in between) while in the same PTO range selection. At either of the engine rpm's I gave as an example I'm not turning the pto at a true 540/1000 speed ( depending on range selection) ...sometimes it's slower, sometimes faster. It has caused no damage after many 100's of hours of doing this. This doesn't mean I would select the 1185 range and run full throttle with a 540 rated mower...just use some common sense judgement and try to use the most appropriate range and don't sweat a little discrepancy.
