The tractor has a shift assembly on the right fender , that is cable operated , the cable routes into it looks to be the hydrollic manifold for the front bucket. It is a little stiff also. What is the function of this lever and cable? Also can i just use a good quality hydrollic fluid in the case or has deere got some specific fluid.

I think you are describing a 3rd scv. It is probably set up for a grapple or 4 in 1 bucket. Search on them in the forum for pictures. that will tell a lot.

Use Deere fluids. They aren't overpriced compared to other quality fluids, and are considered very high quality. If you have problems, you don't want to have to worry if it was inferior oil Besides the oil can get pretty hot which is it's enemy. You want to be sure it can take the heat!

The lever operates the primary SCV. It is the one that comes standard on the 4600.

Well,
with 2 different answers, you are probably confused now.
Can you verify where this lever is? If it is on top of the fender, with a single cable, that runs thru the fender down
to the hydraulic control valves,, then Mike is right, and it's the 3rd scv,,, which controls oil to the outlets at the rear of the tractor. (then can then also be used to control an extra function on the loader for a grapple of hydraulic angling blade etc.) .
If the lever is near your right leg, and operates the linkage below it, then this is the dual scv control lever that will operate the front end loader. It would be a joystick, that moves in both fore and aft direction, as well as side to side.

If it is the cable type,, 3rd scv, up on top of the fender, and it seems stiff, double check to see if you are actually moving the linkage for that 3rd scv. You may actually hear the tractor
react if you did it with the engine running, sounding like an good load put on the motor.

the lever on the top of the right fender, does put a load on the tractor when forward or back and sems to go neutral in center. I can see that it pulls a servo out on the hydraulic manifold when pushed or pulled . I am then to understand it allows the manifold to energize the 3rd hydraulic line at the rear. Why the forward and back on the lever ? thanks in advance . great forum

The forward and back will apply pressure to differnt sides of the remote, and relieve pressure on the other side. It is for double acting hydraulics. If nothing is hooked up, you will just put the tractor on relief and heat the fluid. On my tractor the rear remotes were run all the way to the front to operate the 4 in one front bucket ( grapple). Very handy. Can also operate a hydraulic top link for the three point.

to run a B/Hoe can you run it with just the one remote, or do you need 2 sets like the fel needed?

For the backhoe there is a "power beyond" kit that takes the main flow ( 1/2")and puts it to a set of remotes on a bracket in the back. If the bracket with the third SCV ( fender mounted control) has the other holes filled, then this is the power beyond connections. This takes the full flow at the end of the line- the three point hitch and diverts it to the backhoe and what the backhoe does not use or the returns fron cylinders goes to the sump. The three point hitch is disabled while backhoe is hooked up, but is used to attach and detach the backhoe. If you have the power beyond connection you will see a large diameter jumper( 1/2" soft line) that goes between two of the connections. A normal rear remote would heat up the oil flowing through the small lines (3/8") on a continuos basis to feed the backhoe, you would loose power and pressure as the oil heated up.
