Ok the control on the right hand fender I assure you 100% is for the factory installed SCV for the back of the tractor. In true tractor terms the SCV's for the loader are considered dual mid- SCV's. The SCV's on the back of the tractor are considered single or dual SCV's. The right hand control on the top of the fender controls the single rear SCV.
